Acting New Jersey Treasurer Ford Scudder told state assembly budget committee members Wednesday that the reduction is called for because more New Jersey residents are now insured due to Medicaid expansion, which has caused a decline in uncompensated hospital care.
New Jersey, like many other states, is expecting lower personal income tax collections this year. The revenue declines caused by the lower collections have been largest in states with progressive tax systems, Mr. Scudder said.
