New York transportation company owner arrested in alleged $1M Medicaid fraud scheme

Three employees of a New York transportation company were arrested for their role in an alleged $1 million Medicaid fraud scheme. 

According to an Aug. 28 news release from the Office of the New York State Comptroller,  Philip Mtui owned Phinaliz Communications in Oswego County, N.Y. Mbaga Kaiza, the company's operational manager and Tony Taylor, a manager, dispatcher and driver, were also arrested. 

The comptroller's office alleged that the three men submitted over $1 million in false claims to Medicaid for transportation services never provided; or double, triple or quadruple billed the program for services that were provided. The comptroller also alleged the men paid Medicaid recipients kickbacks in exchange for using their services. 

The investigation into the alleged scheme is ongoing, according to the comptroller's office.
