CMS issued its annual call for measures, which allows stakeholders to submit input on the evolution of the Medicare EHR Incentive Program.
The agency asks stakeholders to consider which measures it should include in rulemaking for the calendar year 2019. Measure implementation will be optional in 2020 but required beginning in 2021.
CMS aims to add measures that:
- Build on the advanced use of certified EHR technology using 2015 edition standards and certification criteria;
- Increase health information exchange and interoperability;
- Continue improving program efficiency, effectiveness and flexibility;
- Measure patient outcomes; and
- Emphasize patient safety.
When drafting proposed measures, stakeholders should consider:
- Whether the proposed measure would reduce reporting burden;
- Whether the proposed measure is duplicative of existing or previously removed objectives and measures; and
- Whether the proposed measure would include an emerging certified health IT functionality or capability.
