Russell Tippin. CEO of Permian Regional Medical Center (Andrews, Texas). Mr. Tippin serves as CEO of Permian Regional Medical Center, approximately 300 miles northwest of El Paso. Under Mr. Tippin’s tenure, the medical center opened a new hospital in August 2016, part of a $59.6 million project. The medical center also opened a wellness and fitness center and physician clinic in 2015.
