Colleagues in the report described him as a hands-on, detail-oriented leader who not only developed the technical aspects of the hospital, but also knew the names of every staff member at the hospital.
Mr. Springer was active in the Hartford community until his retirement, when he moved from Connecticut to Florida and New Hampshire, according to the report.
