CMS' Innovation Center Uses Rapid-Cycle Approach to Test New Healthcare Models

CMS' Center for Medicare and Medicaid Innovation uses a rapid-cycle approach to evaluate new models of healthcare delivery, according to a commentary in Health Affairs.

The Innovation Center tests payment and service delivery models that improve quality and reduce costs for beneficiaries of Medicare, Medicaid and the Children's Health Insurance Program. Some examples of these new models include the Pioneer and Advance Payment Accountable Care Organization models and the Bundled Payments for Care Improvement initiative.

To evaluate the effectiveness of new models, the Innovation Center uses an approach of continuous data collection and rapid feedback. The center's Rapid Cycle Evaluation Group captures real-time data and provides frequent feedback so participants can modify practices to reach defined goals. Here are some other key aspects of this rapid-cycle approach:

•    Assessing qualitative information as well as quantitative performance metrics to understand the context in which the model is tested.
•    Providing data on organizations not participating in the model to compare performance.
•    Disseminating best practices through a Learning and Diffusion team.
