For the analysis, WalletHub compared the quality of state government services to total state and local taxes paid by residents to determine states with the best and worst taxpayer return on investment. Analysts assessed government services for all 50 states across five categories — education, health, safety, economy, and infrastructure and pollution.
To assess government health services, they examined total beds per 1,000 residents, quality of public hospitals (based on CMS data), average life expectancy at birth (in years), infant mortality rate per 1,000 live births, average health insurance premium, and quality of healthcare (taking into account data from WalletHub’s States with the Best & Worst Health Care ranking).
