Top Medicaid, Medicare health plans in 2016

The National Committee for Quality Assurance released its 2016 Health Insurance Plan Ratings providing information on how Medicaid and Medicare plans performed in regards to consumer satisfaction, prevention and treatment.

NCQA studied 1,401 U.S. health plans and rated 338 Medicare and 171 Medicaid plans. The ratings system is similar to CMS' Star Ratings of Medicare Advantage plans.

Here the 15 highest ranked Medicaid plans listed in alphabetical order. All plans received between a 4.5 and 5.0 rating, with 5.0 being the highest.

  • Boston Medical Center Health Plan — health maintenance organization
  • Capital District Physicians' Health Plan, New York — HMO
  • Fallon Community Health Plan, Massachusetts — HMO
  • Health New England, Massachusetts — HMO
  • Health Partners Plans, Pennsylvania — HMO
  • Jai Medical Systems Managed Care Organization, Maryland — HMO
  • Kaiser Foundation Health Plan, Hawaii — HMO
  • Kaiser Foundation Health Plan of the Mid-Atlantic States, Maryland — HMO
  • Neighborhood Health Plan, Massachusetts — HMO
  • Neighborhood Health Plan of Rhode Island — HMO
  • Security Health Plan of Wisconsin — HMO
  • Tufts Health Public Plans, Massachusetts — HMO
  • UnitedHealthcare of New England, Rhode Island — HMO
  • UPMC For You, Pennsylvania — HMO
  • Vista Health Plan (AmeriHealth Caritas), Pennsylvania — HMO

Here are the eight highest ranked Medicare plans listed in alphabetical order. All plans received a 5.0 rating, the highest possible.
