HHS created the grants to boost simpler, consumer-oriented and cost-effective IT systems for individuals and businesses looking to sign up for health insurance plans. All states, including Early Innovators recipients, will also be eligible for funding that will support ongoing exchange implementation.
The two-year grants will be awarded by Feb. 15, 2011, to up to five states or coalitions of states with winning proposals.
