Mr. Palmer began his federal career as a contractor for the Transportation Security Administration in 2008. He joined DHS in June 2012 as information assurance chief for the department’s Enterprise System Development Office. In less than two years, he became the office’s acting executive director.
Mr. Palmer served as deputy CTO since April 2016, where he made mobile adoption one of his key issues.
