Study: Consumer-Driven Health Plans Linked to Reduced Utilization, Costs

Health Care Service Corp. announced consumer-driven health plans are more likely to result in positive behavior change and reduced costs than traditional health plans.

HCSC studied more than five years of data on more than 265,000 people who moved from traditional health plan coverage to CDHP coverage. CDHP plans have a higher deductible, encouraging consumers to get more involved in their healthcare.

The following results show that individuals who migrated from a non-CDHP plan to a CDHP plan decreased healthcare utilization and increased their use of preventive services, which led to reduced healthcare spending:

•    CDHP members reduced healthcare utilization by an aggregate of more than 12 percent compared with their utilization under a non-CDHP plan.

•    CDHP members decreased emergency room visits by 12 percent after moving from a non-CDHP plan.

•    CDHP members were on average 4 percent more likely to use preventive services than when they had a non-CDHP plan.

•    Members spent 24 percent less on inpatient hospital services and 8 percent less on outpatient services after they moved from a non-CDHP to a CDHP plan.

•    Members reduced combined medical and pharmacy spend by an aggregate of 11 percent after transitioning from a non-CDHP plan to a CDHP plan.
