Mr. Graham’s 2017 proposal, written with Sen. Bill Cassidy, R-La., sought to repeal insurance subsidies and Medicaid expansion and transition that funding to state block grants.
“I haven’t given up,” said Mr. Graham, according to The Hill. “Will there be another effort to replace Obamacare with a state-centric plan? I hope so.”
Mr. Graham is working alongside a conservative coalition led by the Heritage Foundation that is writing its own ACA replacement proposal.
