Ogdensburg, N.Y.-based North Star Health Alliance has appointed an interim CEO and dismissed three leaders as part of a broader restructuring effort as it seeks Chapter 11 protection.
Andrew Manzer was named interim CEO, a health system spokesperson confirmed to Becker’s on March 3.
The dismissals were not performance-based but rather part of a broader restructuring “aimed at maintaining organizational stability, ensuring continuity of care, and positioning the organization for long-term sustainability,” the spokesperson said.
They include Brandon Bowline, COO; Randy Fipps, chief administrator of behavioral health; and Peter Sinagra, executive director of the North Star Foundation.
Rob Bloom, who had been serving as interim CEO, will remain with the organization as chief restructuring officer.
The changes follow the resignation of President and CEO Richard Duvall, who held the role since 2019 and resigned Jan. 22. The resignation came two days after the announcement of a workforce reduction affecting more than 100 roles, including clinical, nonclinical and management teams.
North Star’s Chapter 11 protection filing includes the health system, Carthage (N.Y.) Area Hospital, Ogdensburg-based Claxton-Hepburn Medical Center and Medical Campus, and Meadowbrook Terrace Assisted Living Facility in Carthage.
