North Star CEO steps down amid more than 100 job cuts

Richard Duvall, president and CEO of Ogdensburg, N.Y.-based North Star Health Alliance, has resigned amid a workforce reduction affecting more than 100 positions.

The board has made interim administrative appointments pending discussions with the New York State Department of Health. The health system remains fully operational as it works with the health department to navigate a financially challenging environment, the release said. 

“This organization’s mission, our patients and the people who carry out the work every day, deeply matter to me,” Mr. Duvall said in the release. “I’m committed to working with the DOH, board and leadership team to ensure continuity of safe, reliable care and a smooth handoff during the transition.”

The job cuts, announced Jan. 20, affect roles across clinical, nonclinical and management teams. They are part of “broader operational adjustments” aimed at ensuring the system’s long-term sustainability. The reductions follow a December announcement that North Star Health could miss its payroll, close facilities and cut programs and jobs without state financial support.

Mr. Duvall has served as CEO since 2019, according to his LinkedIn profile. Board Chairperson Chet Truskowski thanked him for years of service, including leading the transformation of a 127-bed hospital into two co-located facilities: Claxton-Hepburn Medical Center, a 40-bed inpatient acute psychiatric hospital, and Claxton-Hepburn Medical Campus, a 25-bed critical access hospital. 

North Star Health Alliance also operates Carthage (N.Y.) Area Hospital, which Mr. Duvall helped transition to a critical access hospital.
