For the first time, ATA found that all Medicaid agencies covered at least some form of telemedicine. This finding compares to 2005, when only 24 states allowed some coverage of telemedicine.
Here are the nine states that received an “A” grade, based on 13 indicators related to coverage and reimbursement.

- Virginia
ATA also noted that since 2016, seven states have improved their coverage and reimbursement of telemedicine services: Connecticut, Florida, Hawaii, Idaho, Rhode Island, Utah and West Virginia. Three areas, on the other hand — Delaware, South Carolina and Washington, D.C. — have lowered or restricted telemedicine coverage in the past year.
