The implementation guide provides technical instructions for QRDA Category I reporting by eligible hospitals and critical access hospitals. QRDA is a standard document format for the exchange of electronic clinical quality measure data.

The guide offers instructions for hospitals reporting electronic clinical quality measures for the 2018 reporting period pertaining to the following programs:

• Hospital Inpatient Quality Reporting Program
• Medicare and Medicaid Promoting Interoperability Programs for eligible hospitals and CAHs

The addendum includes six new conformance statements specific to CMS programs and it updates the description of another conformance number, CONF: CMS_0074. Some of the new conformance statements relate to file size and EHR certification criteria.
