CHIME Urges CMS, ONC to Establish HIE Certification Process

The technologies used to support health information exchange among organizations and providers need to undergo a certification process similar to the one used in the EHR incentive payments programs, according to a letter from the College of Healthcare Information Management Executives to CMS and the Office of the National Coordinator for Health Information Technology.

The letter comes in response to a request for information on advancing interoperability and health information exchange, issued by CMS and the ONC.

The letter also urges the agencies to:

•    Incorporate patient data-matching safeguards.
•    Advance standards that will enable health information exchanges to interconnect at all levels.
•    Focus on policies that mandate content standards.
•    Avoid policies that mandate participation in a certain type of exchange, such as a statewide or nationwide HIE.
•    Examine regulations and laws that inhibit HIE more closely.
