Medical Research Fee on Health Plans to Take Effect in 2012

In 2012, as part of the Patient Protection and Affordable Care Act, the federal government will levy a new fee on health insurance plans for research on drugs, procedures and other medical effectiveness standards, according to an Associated Press/Chicago Sun-Times report.

The Patient-Centered Outcomes Research Institute is the agency that will conduct the research, according to the report. The initial fee will cost $1 for a person with insurance, although the U.S. Treasury Department does not anticipate collecting the fee for another year. The fee will be $2 per covered person in the second year, and from there, the fee will rise with inflation.

Joe Selby, MD, director of the PCORI, said in the report that the new organization will not dictate health coverage determinations. It receives taxpayer money, but “we are not a policy-making body; our role is to make the evidence available,” Dr. Selby said.
