Texas House, Senate Pass Omnibus Health Bill That Would Expand Managed Care, Reform Payment System

The Texas House and Senate have passed an omnibus healthcare bill that now awaits a signature from Gov. Rick Perry, according to a Statesman news report.

SB 7 includes a wide variety of proposals, including expanding Medicaid managed care in South Texas and changing payments for healthcare providers under Medicaid and CHIP. The omnibus bill would also require all Texas hospitals to mandate immunizations for employees who come into contact with patients. Other measures under SB 7 include the following:

• Charging a co-payment to Medicaid beneficiaries who are admitted to emergency rooms for nonemergency issues
• Mandating hospitals to report rates of preventable readmission
• Extending prescription drug benefits to beneficiaries under the Medicaid managed care plans
