In 2007, the Martin Luther King Jr./Drew Medical Center was closed due to gross lapses in patient care, according to the report. In 2009, the Martin Luther King, Jr.-Los Angeles Healthcare Corp. announced that the medical center will undergo renovations and reopen as the Martin Luther King Jr. Community Hospital. The hospital was initially scheduled to open in 2014.

The total cost of the project is now estimated at $284.4 million. The reasons for the increased cost include the need for additional bracing and retrofitting to ensure that the hospital can withstand an earthquake and remain fully operational, according to the report.
