The project includes building a seven-story outpatient pavilion and six-story parking garage.
The pavilion will have space for outpatient surgeries, imaging, physical therapy, pharmacy and medical offices.
Virginia Hospital Center said the outpatient pavilion will help open up space at its main hospital for more inpatient beds.
