The top five states with the highest percentages of uninsured persons between 2009 and 2011, according to the report, were:
1. Texas — 24.6 percent of its population was uninsured.
2. Nevada — 21.6 percent of its population was uninsured.
3. Florida — 20.7 percent of its population was uninsured.
4. New Mexico — 20.6 percent of its population was uninsured.
5. Georgia — 19.7 percent of its population was uninsured.
