The district includes 59-bed Hi-Desert Medical Center in Joshua Tree, Continuing Care Center (a 120-bed skilled nursing facility), the Behavioral Health Centre and several outpatient facilities.
The district’s five-member board of directors conducted strengths, weaknesses, opportunities and threats exercises, and identified the following 10 critical issues:
1. Diminishing revenue
2. Access to services
3. Safety net responsibility
4. Community engagement
5. Image enhancement
6. Team retention
7. Emerging competition
8. Outmigration reduction
9. Community responsibility
10. Access to capital
The leadership team then developed response strategies for each issue. For example, to address the access to services issue, the team developed the following four strategies:
1. Recruit identified specialty physicians.
2. Implement physician co-management program.
3. Explore telemedicine service options.
4. Identify and address physician affiliation opportunities.
