Health Commissioner Mary E. O’Dowd issued Hackensack a certificate of need Feb. 27 to open the hospital as HackensackUMC at Pascack Valley. In its notice of appeal, Englewood Hospital and Medical Center said reopening the hospital would contribute to the “excess of hospital beds” in the area, would decrease hospital admissions and would cause a loss of $15 million in revenue for Englewood, according to the report.
The report said the notice of appeal listed four main reasons for appealing:
• A need to request a call for a CON was not established in February 2011.
• The decision was “influenced by political pressure from the governor.”
• The decision was “contrary to the Healthcare Planning Act.”
• The finding that opening a new hospital would not adversely affect the financial health of existing hospitals is not supported.
