The rule is not written into the ACA, but could be changed through regulation or repeal, according to the report. The council chose to take action to preserve this coverage in the District in case regulations change.
The bill, the Defending Access to Women’s Health Care Services Amendment Act, is a permanent version of a temporarily bill passed in April. To officially become law, it must pass another vote in January and pass congressional review, according to the report.
