The rule outlines standards for navigator or in-person assister training, conflict of interest standards and guidelines for serving those with limited English proficiency and those with disabilities, according to CMS. The Center for Consumer Information and Insurance Oversight will distribute grant awards for navigators in states with federally-facilitated and state partnership marketplaces on Aug. 15, 2013.
“If individuals request assistance and would like in-person assistance, navigators will be available nationwide when the marketplace opens,” CMS Administrator Marilyn Tavenner said in a news release. “Navigators will be trained to play a vital role in fulfilling our commitment to help consumers learn about and apply for quality health insurance when open enrollment for consumers in the Marketplaces begins October 1.”
