The number of workers receiving employer-based benefits decreased from 53.2 percent in 2008 to 52 percent in 2009. The study noted the decline in health coverage corresponded with higher rates of unemployment in the 2007-2009 recession.

The report found that in 2009, 59 percent of individuals under age 65 were covered by employment-based health benefits, which was the first time that figure has fallen below 60 percent.
