Three takeaways from the authors:
1. Sixteen states have worked to improve healthcare price transparency by implementing mandatory all-payer claims databases that contain pricing information.
2. Some states have also made efforts related to payment reform and benefit design programs, such as Maryland, which implemented a statewide hospital-payment revamp that aims to control patient volume by limiting hospital spending.
3. Fifteen states have repealed certificate-of-need laws — and some have started implementing laws banning anti-competitive terms in provider-payer contracts — to promote provider competition.
