Moody's Investors Service assigned its "A3" issuer rating to Randolph County Health Care Authority, which owns and leases a 15-bed critical access facility to Carrollton, Ga.-based Tanner Medical System.
The issuer rating is an implied general obligation unlimited tax rating reflecting the moderately sized, rural tax base associated with the authority. The rating also acknowledges the authority's strong revenues and moderate debt burden.
Outlooks are not typically assigned to government credits.
