City planners heard concerns from residents about the carbon output of the hospital, the potential for sprawl and the need to invest in new firefighting capabilities for the proposed seven-story hospital.

The commission voted to send the proposal to the city council with a denial recommendation. The city council will vote on the matter May 2.
