Current zoning restrictions permit emergency services to operate only from 7 a.m. to 11 p.m.

The project, NCH Healthcare Estero, which includes the freestanding emergency room and other medical programs, will cost $30 million and create 80 jobs, according to a separate Naples Daily News report.

It is expected to open by fall 2018.
