48 insurers that decreased their 2017 ACA exchange footprint

Here are 48 insurers which sold health insurance on ACA exchanges for 2016 but exited exchanges in some states or markets for the 2017 coverage year. The payers are listed in alphabetical order.

Aetna
Hartford, Conn.-based Aetna withdrew its ACA health plan participation from exchanges in Arizona, Florida, Georgia, Illinois, Kentucky, Missouri, North Carolina, Ohio, Pennsylvania, South Carolina and Texas for 2017.

Allegian Health Plans
Phoenix-based Allegian Health Plans exited Texas' health insurance exchange at the end of 2016.

All Savers
Minnetonka, Minn.-based UnitedHealthcare subsidiary All Savers pulled its ACA health plans out of exchanges in Indiana, Missouri and Ohio for 2017.  

Ambetter
Ambetter, the health insurance marketplace plan of St. Louis-based Centene, departed Wisconsin's health insurance exchange for this year.

Anthem Blue Cross Blue Shield (Preferred Provider Organization)
Indianapolis-based Anthem BCBS will not offer its PPO health plan on Colorado's 2017 ACA exchange.

Baptist Health Plan
Lexington, Ky.-based Baptist Health Plan left Kentucky's health insurance exchange for 2017.

BCBS of Arizona
While avoiding a full exit from Arizona, Phoenix-based BCBS of Arizona is not offering ACA health plans on the state's exchange in its most populated county — Maricopa County.

BCBS of Kansas
Topeka-based BCBS of Kansas exited the ACA exchange in Kansas for 2017. However, two other entities under the BCBS umbrella — BCBS of Kansas Solutions and BCBS of Kansas City — will offer plans on the federal exchange this year.

BCBS of Minnesota (PPO)
Eagan-based BCBS of Minnesota pulled its PPO plans from the state exchange for 2017.

BCBS of Nebraska
Omaha-based BCBS of Nebraska exited the state's federal exchange for this year.

BCBS of Tennessee
While avoiding a full exit from Tennessee's ACA exchange, Chattanooga-based BCBS of Tennessee is not selling ACA health plans in three of the state's most populous regions this year.

BlueChoice HealthPlan
Columbia-based BCBS of South Carolina subsidiary BlueChoice HealthPlan will not offer health plans on South Carolina's 2017 ACA exchange.

Cigna
Bloomfield, Conn.-based Cigna exited ACA exchanges in Georgia and Texas for 2017.

Community Health Options
Lewiston, Maine-based Community Health Options left New Hampshire's health insurance exchange for this year.

Coventry Health Care
Bethesda, Md.-based Coventry Health Care exited the ACA exchange in Illinois for 2017.

Evergreen Health
Baltimore-based Evergreen Health, a health insurance co-op awaiting transition into a for-profit entity through an acquisition, will not sell policies on Maryland's health insurance exchange this year. The decision was made because its acquisition did not close before open enrollment for 2017 coverage began.

Geisinger Quality Options (PPO)
Danville, Pa.-based Geisinger Quality Options PPO will be unavailable on the ACA exchange in Pennsylvania for 2017.

Harbor Health Plan
Detroit-based Harbor Health Plan pulled its offerings from Michigan's health insurance exchange for this year.

Harken Health
UnitedHealthcare subsidiary Harken Health departed ACA exchanges in Georgia and Illinois for 2017.

Harvard Pilgrim Health Care (PPO)
Wellesley, Mass.-based Harvard Pilgrim Health Care PPO exited the federal exchange in Maine for 2017.

HealthPartners
Bloomington, Minn.-based HealthPartners cut its exchange service area from the 67 counties it operated in last year to seven counties in the Twin Cities area and four counties in the St. Cloud, Minn., area.

HealthyCT
Wallingford, Conn.-based HealthyCT shut down in July 2016, ending its exchange presence in Connecticut.

Health Alliance Northwest
Urbana, Ill.-based Health Alliance Northwest exited Washington's ACA exchange for 2017.

Health Alliance Plan (PPO)
Detroit-based Health Alliance Plan ceased offering PPO plans on Michigan's federal exchange for this year.

Health Choice Insurance
Phoenix-based Health Choice ceased offering health plans on Arizona's federal exchange for 2017.

Health Republic Insurance of New Jersey
Newark-based Health Republic Insurance of New Jersey exited the 2017 exchange when New Jersey regulators took over the co-op due to financial hardship.

Humana
Louisville, Ky.-based Humana departed ACA marketplaces in Alabama, Arizona, Colorado and Utah for 2017. In addition, Humana pulled back its ACA exchange footprint in 31 of the 38 counties it offered plans in last year in Florida, although it is not exiting the state completely.  

InHealth Mutual
Westerville, Ohio-based InHealth Mutual was taken over by the state in May 2016 and will not sell ACA health plans this year.

IU Health Plans
Indianapolis-based IU Health Plans, a subsidiary of Indiana University Health, pulled its individual health plans from Indiana's health insurance exchange for 2017.

Keystone Health Plan Central
Harrisburg, Pa.-based Keystone Health Plan Central, a subsidiary of Capital BlueCross, exited the ACA exchange in Pennsylvania for 2017.

Land of Lincoln
Chicago-based Land of Lincoln health insurance co-op closed in 2016 and will not offer health plans on Illinois' exchange this year.

LifeWise Health Plan of Oregon
Seattle-based LifeWise Health Plan of Oregon exited Oregon's health insurance exchange at the end of 2016.

Moda Health
Portland, Ore.-based Moda Health will not offer ACA health plans in Alaska for 2017.

Oregon's Health Co-op
Portland-based Oregon's Health Co-op went into receivership in July 2016 and will not sell ACA health plans this year.

Oscar Health
New York City-based Oscar Health ended sales of ACA health plans in New Jersey and Dallas for 2017 coverage.

Phoenix Health Plan
Phoenix Health Plan exited Arizona's federal exchange for 2017.

Physicians Health Plan of Northern Indiana
Fort Wayne-based Physicians Health Plan of Northern Indiana exited Indiana's health insurance exchange at the close of 2016.

Physicians Plus

Madison, Wis.-based Physicians Plus will not sell health plans on Wisconsin's 2017 ACA exchange.

Presbyterian Health Plan
Albuquerque, N.M.-based Presbyterian Health Plan departed New Mexico's ACA exchange for 2017.

Priority Health Insurance Company (PPO and Point of Service)
Grand Rapids, Mich.-based Priority Health Insurance Company left Michigan's federal exchange for this year.  

Rocky Mountain Health Plans
Grand Junction, Colo.-based Rocky Mountain Health Plans did not exit Colorado's ACA exchange entirely, but reduced its footprint to only Mesa County. In addition, UnitedHealthcare acquired the health plan.

Scott & White Health Plan
The insurance arm of Dallas-based Baylor Scott & White Health pulled out of the ACA marketplace at the end of 2016.

Southeastern Indiana Health Organization
Columbus-based Southeastern Indiana Health Organization ceased offering health plans on Indiana's federal exchange for 2017.

Trillium Community Health Plan
Eugene, Ore.-based Trillium Community Health Plan exited Oregon's ACA exchange at the end of 2016.

UnitedHealthcare
Minnetonka, Minn.-based UnitedHealthcare exited the most 2017 ACA marketplaces. UnitedHealthcare will not offer individual health coverage through ACA exchanges in Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Massachusetts, Michigan, Mississippi, Nebraska, New Jersey, North Carolina, Oklahoma, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Washington and Wisconsin.  

WellCare Health Plans
Tampa, Fla.-based WellCare Health Plans left 2017 health insurance exchanges in Kentucky and New York.

WPS
Madison, Wis.-based WPS will not offer health plans on Wisconsin's health insurance exchange for 2017. 

Zoom+
Portland, Ore.-based Zoom+ withdrew its health plans from Oregon's ACA exchange for 2017.
