California, Hawaii, Iowa and New York were awarded “Level One” exchange grants, which give one year of funding to states that have started building their exchange. Connecticut, Maryland, Nevada and Vermont received “Level Two” grants, which go to states that are further along in their exchange setup and offer funding over several years.
