HANYS and the Iroquois Healthcare Association sought input from the New York State Department of Health to develop the handbook after member organizations expressed a need for help navigating the suspension or modification of statutes and regulations in times of disaster, such as the 2009 H1N1 influenza pandemic, Hurricane Irene and Superstorm Sandy.
