More than 30 percent of workers signed a petition at the end of last year to bring about the decertification vote following a change requiring all employees to pay dues regardless of whether they joined the union, according to the report. Previously, only employees who joined the union were required to pay the dues.
If the employees do decertify, another union could represent the employees after a 12 month waiting period.
