Under the plan, the House would pass the Senate bill, amended with new compromise provisions, then send the package back to the Senate for one final vote, with the goal of bringing it to President Obama’s desk in time to highlight it in his State of the Union address, which would probably be in early February.
Republicans criticized the plan as a breach of Mr. Obama’s transparency pledge, but Democrats concluded they had no other choice. Congressional negotiators have little room to maneuver due to narrow margins of support in both chambers.
