The ACS also stated it was encouraged by the rule’s plan to expand the types of measures used beyond processes of care to outcome of care measures.
CMS has been working with the American College of Surgeons National Surgical Quality Improvement Program to develop new outcomes measures related to various aspects of surgical care, according to the report.
“One of the best ways to measure quality is to collect robust clinical data on patients before, during, and after the hospital visit and evaluate what we call risk-adjusted patient outcomes. This approach enables hospitals to benchmark their performance against national standards and implement fixes where necessary as part of a continuous loop of quality improvement,” said David B. Hoyt, MD, FACS, executive director of the American College of Surgeons.
