Supporters say the bill will not only encourage people to quit the habit, but would also protect others from secondhand smoke. Some critics find the bill unnecessary, as many hospitals have voluntarily banned smoking, and believe the bill goes too far.
The measure passed 45-23 and is now headed to the California Senate.
