Of adults aged 18-64 with health insurance, 70 percent were covered by a private health plan in the first half of 2018. Only 8 million, or 4 percent of this population, purchased private health plans through the ACA exchanges.
The uninsured rate in states that did not expand Medicaid was 18.1 percent in the first half of 2018. That’s double the uninsured rate of states that expanded Medicaid, according to the report.
