Federal, State Programs Focus on Outpatient Patient Experience

The use of the Consumer Assessment of Healthcare Providers and Systems Clinician & Group Survey has been increasing over the past five years, according to a report by Robert Wood Johnson Foundation's Aligning Forces for Quality.

The report, "Forces Driving Implementation of the CAHPS® Clinician & Group Survey," describes some of the reasons why this patient experience survey is becoming more widely used. For example, the National Priorities Partnership and the Measure Applications Partnership, two different groups convened by the National Quality Forum, separately recommended HHS use measures from the CG-CAHPS Survey in ambulatory settings and performance measurement programs, respectively. Here are some current programs planning to use or using items from the CG-CAHPS Survey:


•    Medicare Shared Savings Program
•    Physician Quality Reporting System
•    Public reporting on PhysicianCompare.gov
•    Comprehensive Primary Care Initiative
•    Multi-Payer Advanced Primary Care Practice
•    National Committee for Quality Assurance's patient-centered medical home recognition program
•    The American Board of Medical Specialties' Maintenance of Certification process
•    Private health plans' pay-for-performance programs and medical home demonstrations
•    State programs
