The Houston Health Department is working to contain the outbreak, identifying all possible contacts of the sickened inmates. The department has vaccinated staff and inmates in addition to enforcing isolation and quarantine.

The health department does not believe the disease has spread beyond the jail, said David Persse, Houston’s public health authority and Emergency Medical Services director.
