The agency released its proposed rules on April 4. In addition to the proposed pay increase for Medicare Part A payments, CMS also proposed:
- A 2 percentage-point reduction in the annual payment update for SNFs that do not meet reporting requirements under the SNF Quality Reporting Program. CMS is also proposing to adopt three new measures, remove three measures, modify one measure, begin public reporting of four measures and make policy changes to the program.
- For the SNF Value-Based Purchasing Program, CMS is proposing to adopt four new quality measures, replace one quality measure, and make policy changes in the program.
- The proposed rules would also eliminate the requirement for facilities to actively waive their right to a hearing in writing and treat failure to submit a timely hearing request as a constructive waiver.
- CMS said it anticipates proposing minimum staffing standards for nursing facilities in late spring.
