The proposal, which still needs Mr. Pompeo’s approval to take effect, was floated by a handful of conservative political appointees at the State Department.
Instead of using the phrases, U.S. officials would be instructed to say “reproduction and the related health services” in official communications.
It is not immediately clear what direct changes could result from eliminating the terms, which have been used for years in domestic and international communications.
