Open enrollment on Minnesota's ACA exchange — MNsure — began with technical problems and long waits at call centers, among other difficulties, reports Star Tribune.
Minnesota's Gov. Mark Dayton (D) also claimed the exchange's call centers were targeted by robot callers attempting to clog up the phone lines. Minnesota's IT division found automated call systems were in fact blocking the phone lines.
"Somebody's trying to jam the call center, and making robocalls to try to snafu the thing — which is deplorable," Dayton said. "They've identified that culprit, and are acting … to exclude them from the system."
A key part of MNsure's website was also inoperable for about 30 minutes the first morning of open enrollment, according to the report.
The state's MNsure exchange has made headlines this year for sporting the fourth highest premium rate increases in the nation and suffering major individual health plan exchange withdrawals like Blue Cross Blue Shield of Minnesota.
