Horizon appoints 10 staff members in midst of lawsuit

Newark-based Horizon Blue Cross Blue Shield of New Jersey is facing a number of legal difficulties. Its new OMNIA health plan has proven controversial, and the insurer is in the middle of a lawsuit with several hospitals regarding its advertising campaign.

In the midst of these conflicts, Horizon has chosen to make a number of staffing changes, according to NJ.com.

The following individuals have recently joined or were recently shuffled on the Horizon Blue Cross Blue Shield team.

  • In November, Bill Castner was named senior vice president of corporate and regulatory affairs.
  • Tom Wilson, former state GOP Chairman, became director of public affairs. He previously worked at the Kaufman Zita Group.
  • Dominick DiRocco, former deputy chief of staff to Gov. Chris Christie (R), was named director of government affairs. He previously served as assistant vice president of the New Jersey Business and Industry Association.
  • Ulises Diaz was named director of enterprise government affairs. Before joining Horizon, Mr. Diaz was vice president of government affairs for Verizon New Jersey and vice president of external affairs for United Water.
  • Michele Jaker was appointed to serve under Mr. Diaz on the government affairs team. Ms. Jaker was the previous director of government relations for Amerigroup New Jersey.
  • John Rogers serves as government affairs director. He is the former vice president of the New Jersey Business and Industry Association.
  • Sarah Jones was named government affairs manager. Previously, she served as director of government affairs for Cablevision.
  • Scarlett Rajski became government affairs specialist. Before joining Horizon, Ms. Rajski worked as project manager for the government affairs department of Gibbons PC, a law firm.
  • Tara Cadet now serves as government affairs specialist and constituent services liaison.
  • Kevin McArdle was named public affairs manager. Mr. McArdle was previously a State House reporter with 101.5 radio.
