Researchers used the Urban Institute’s Health Insurance Policy Simulation model to compare the distribution of coverage under full or partial implementation of the PPACA.
The simulations showed that delaying the employer mandate would not lead to significantly more people seeking healthcare coverage through the PPACA’s insurance exchanges. This indicates that the number of Americans insured under the law, and the law’s cost, will remain mostly unchanged.
