Speaking before the House Education and Workforce Committee, Ms. Sebelius also said creating better care for dual-eligibles would also be a better way to cut costs than allowing states to cut Medicaid eligibility, as the House Republicans have proposed.
However, the controversial payment board is opposed by Republicans, some Democrats and most provider groups. Opponents argue the board would take authority to set Medicare rates away from Congress.
