A state reviewer of the CON application for the Columbia River Community Hospital said he was concerned that the new hospital might not attract a sufficient number of physicians and other providers and might decrease the number of ambulance transports to existing hospitals.
The Columbia Health District board said it was disappointed with the decision but did not indicate whether it would appeal.
