The House Ways and Means Committee approved the bill earlier this month. Proponents of the bill say the individual mandate should not apply to people who lost health insurance mid-year and were left uninsured for the remainder of the year.
Opponents of the legislation argue the bill may be unnecessary, as those affected by co-op closures are eligible for special enrollment periods, according to the report.
