The passage of the proposition will squash state lawmakers’ ability to change or end the hospital fee program, according to the report.
The program was first authorized by lawmakers in 2009. During the fiscal year that ended in June 2016, the hospital fee program generated $4.4 billion in federal funding for Medi-Cal, according to the report.
